flora, what are managed by the community and not by city?
Nothing is managing by the community. Some board members (actually only the hi-engzic person wants to push the donation done) want to appeal the decision of city which using part of the park land to build a condo/apartment for low-income ppl.
and those park land taken was part of community park....
