I am referring this to the 9 Years of Free Education. Let’s not forget that HK people are not willing to have children nowadays, and if this trend goes on, it will only benefit small portion of people, not the majority. Don’t get confused.

I never said it is “使用,” what I referred to is “利用.” Sorry to say, your English skill is very limited that you do not know the other meaning of the word “use.“ And of course, I should be sorry too since I can’t type Chinese to make it clear for you to understand.
