flora, DSL/Internet lights are totally off not even flashing?  That means it did not even try to connect.

flora, normally it won't just jump from "off" to "on", it should go through the flashing (trying to connect), to flashing quickly (establishing connection), and to "on".

I should say....when I can't load the page, I started to watch my modem (My VOIP modem just right next to it, and I know the internet is dead because the VOIP light went off on VOIP modem, and my VOIP modem try to connect back to internet), but the internet modem all light are solid (WLAN, DSL & Internet)....

oh if your internet modem all lights are solid, then your connection between you and the ISP was still good woh.  in that case it can be a problem on the server (unless your modem lights are reporting the wrong status), but it can also be the router in your modem that is not functioning.  is there anyway to by pass the router and connect directly from computer to modem?

my computer is directly connected to the modem, and the router connected to the modem is for other computers

so your computer does not go through the router?

normally, the ISP line go to modem, modem network cable connects to router, and router connects to other computers including voip modem.  I am not familiar with the way you set up, Flora.

flora, ok.. so there is no way for you to turn off the router part right?  basically, if u have a solid dsl/internet light, and if you call them and they don't know of any network outage or something (like the DNS server is down), then it is your modem.  But I have a feeling it was something on the network or server.
