can some pls tell me how i can change the regional language program to read hong kong sar and china .. i've tried to changed it many times.. but right now my computer can no longer read chinese character.. pls help

1. start -> control panel -> regional and language options -> languages -> check the box for "Install files for East Asian languages", then click "Apply"
